we passed that bill there was only one federal case on the issue which had decided that the city of seattle with the comparable ordinance was allowed to regulate yellow page distribution under the first amendment. unfortunately a few weeks ago the three-judge circle panel reverse that had case found that yellow pages are subject to full first amendment protections. as i have stated before, i strongly disagree with the 9th circuit's ruling which is a misreading of the first amendment to protect polluters with 1.6 million unwanted yellow page books every year. based on the same logic as the citizens united ruling that treats the free speech rights of corporate super p-a-cs to be the same as real people. but in light of that decision and in consultation with our city attorney, this legislation would be recommended to suspend implementation of our pilot program at least until future appellate proceedings determines that the seattle law is consistent with the first amendment. and, colleagues, i also want to mention that i'm still committed to finding policies that reduce yellow page blight and i

seattle, portland getting heavy rainfall. our round of rain is several miles offshore. it's only a matter of time before it gets here. the timing has changed. it likely will be after midnight tomorrow night before the rain picks up in and around san francisco, oakland and san jose. we're pushing things back after midnight tomorrow. rainfall totals have not changed. everywhere you see purple another two inches of rainfall. north day, three to five inches of additional rainfall. a lot of rain coming through from midnight tomorrow night through the day on sunday. it looks like it will come in a consolidated amount of time. it looks like the rain will be out of here sunday afternoon. dryer by sunday evening. the average high is right around 60 degrees. napa 64. san jose, 65 degrees. the rain picks up tomorrow night. raining most of the day on sunday. after they we get a break. monday looks dry. a couple scattered showers on tuesday and wednesday and then mainly dry and sunny next thursday and friday. we have one more round to go before we say good boy to the tropical moistu

seattle invited us to come up and talk to them about incorporating that, this program, into their fleet week. so the word is getting out. i'd like to tell you just a story that i've told before to some of you but it relates very much to the next panel that we have here. back in april of 1992, i was commanding the first marine division and we had been to the gulf war and we had a lot of parades and we were feeling pretty good about things and on 30 april, 1992, the results of the rodney king trial were announced. two days later, we found the first marine division deployed to compton and watts and one of the most horrific sights i'd ever seen. it was the largest riot in u.s. history. 3,000 people were injured, 60 people were killed, and we actually ended up at one point in time having to use live ammunition. but once we did, the bloods and the krips and the gangs there realized we were serious. the reason we got involved is because they learned none of the police departments within los angeles could talk to each other on their communications gear. they had a different piece of equipment i

at moderate rain at this time across northern california into southwestern oregon and also up in the seattle and the coast of washington state. now tomorrow we are actually going to see even heavier rain start to move in. we have already had reports of about 8 to 10 inches of rainfall already from the past few storms we've already seen. but we've also gotten reports of wind gusts up to 60 to more than 80-mile-per-hour. and we're going to see more of the same if not a little more intense as we go into sunday morning. additional rainfall totals on top of the 8 to 10 inches on the ground could be an additional 5 to 6, 7 inches of rainfall out of what we'll see tomorrow morning. we have the series of storms moving into the west coast. then it's a totally different story right in the middle of the country. we're also talking about record-break heat today. down into dallas and also into san antonio where temperatures should get into the upper 70s and lower 80s. that's about 20 degrees warmer than average for this first day of december. the only cool spot really is in the northeast where temperatur
